In 480 BCE, the same year that the combined Greek fleet destroyed the Persian navy at Salamis (SAL-ah-miss) and saved Greece from Persian conquest (Persian Empire Ch 4), the Carthaginians suffered their own catastrophe on the other end of the Mediterranean.

Hamilcar I led a massive invasion force across the sea to Himera (hih-MAIR-ah), a Greek city on the northern coast of Sicily. The exact size of his army is debated (ancient sources give absurd numbers like 300,000, which is logistically impossible for a premodern overseas expedition), but it was clearly the largest force Carthage had ever assembled. The Greek tyrant Gelon of Syracuse (JEL-on), who had unified much of eastern Sicily under his rule, met the Carthaginians with a combined Sicilian Greek army.

The Battle of Himera was a catastrophe for Carthage. Hamilcar's army was routed. Hamilcar himself was killed. Greek sources disagree on how: some say he fell in the fighting, others that he threw himself into the sacrificial fire he had been tending throughout the battle when he saw the day was lost. The detail about the fire is colorful enough to be suspicious (it conveniently matches Greek stereotypes about Carthaginian religious fanaticism), but the outcome is not disputed. Carthage lost its army, its king, and its ambitions in eastern Sicily in a single afternoon.

Ancient Greek writers drew an explicit parallel between Himera and Salamis, both fought in 480 BCE. Some even placed both battles on the same day, though this is almost certainly a literary device rather than historical fact. The parallel served Greek propaganda: the message was that "civilization" (Greek, naturally) had defeated "barbarism" (Persian in the east, Carthaginian in the west) simultaneously, as if by divine coordination. The Carthaginians, who would have told the story rather differently, left no surviving version.

The defeat at Himera knocked Carthage out of Sicilian military politics for seventy years. But unlike most ancient powers that suffered catastrophic military defeats, Carthage did not collapse. It pivoted. And the pivot produced the most remarkable century in Carthaginian history.

After Himera, Carthage reformed its government. The Magonid dynasty did not survive the disaster. In its place, the Carthaginians developed a mixed constitutional system centered on two annually elected chief magistrates called suffetes (soo-FEET-eez; from the Punic word shofet, meaning "judge," the same word used for the biblical Judges of Israel). The suffetes served as the senior civil officials, roughly equivalent to the two consuls of the Roman Republic. Below them sat a Council of Elders (probably called the adirim, similar to a senate), and below that, a popular assembly of citizens that had the power to ratify decisions and, in some circumstances, override the council.

This system impressed the Greek philosopher Aristotle (AIR-ih-STAH-tul; 384-322 BCE, the Athenian philosopher whose Politics is the most systematic analysis of government in ancient literature). In his Politics, Aristotle ranked Carthage's constitution alongside Sparta and Crete as one of the best-governed states in the Mediterranean world. He noted that Carthage had avoided both tyranny (one-man rule) and popular revolution despite its enormous wealth, a remarkable achievement for any ancient city. The compliment is doubly striking because Aristotle was Greek, and Greeks did not normally praise "barbarian" (non-Greek) governments. For Aristotle to rank Carthage alongside Sparta was the equivalent of a Cold War American professor praising the Soviet economic system: a grudging acknowledgment of competence across an ideological divide.

The constitutional system was not democratic in the modern sense. Real power rested with wealthy aristocratic families who controlled the Council of Elders and used their wealth to influence the popular assembly. Suffetes were drawn from the same elite families. Military commands went to aristocrats. But the system did include genuine checks on power. When a general named Bomilcar (BOM-il-kar) attempted to seize power as tyrant during a military crisis in 308 BCE, marching troops through the streets of Carthage, the coup failed and Bomilcar was crucified in the public marketplace. Carthage's oligarchic republic violently resisted one-man rule. The generals served the state; the state did not serve the generals. This principle held for centuries, right up until the Barcid family (Chapter 5) began to strain it.

Blocked from eastward expansion in Sicily, post-Himera Carthage turned its energy inward and southward, building what historians call the Carthaginian African empire. Over the course of the fifth and fourth centuries BCE, Carthage conquered vast stretches of the Libyan interior (in ancient usage, "Libya" meant most of North Africa west of Egypt, not just the modern country). Carthaginian agricultural estates spread across the fertile Cap Bon peninsula and the Bagradas Valley (bah-GRAH-dahs; modern Medjerda River valley), which became the breadbasket of the Punic world. These estates, worked by Libyan tenant farmers and, increasingly, by slave labor, produced enormous grain surpluses that made Carthage one of the ancient world's great agricultural exporters alongside Egypt and Sicily.

A Carthaginian writer named Mago (MAH-goh; not the dynasty founder from Chapter 2, a different Mago entirely since the name was as common in Carthage as "John" is in English) produced a monumental 28-volume treatise on agriculture around 450 BCE. Mago's work covered viticulture (grape growing), olive cultivation, livestock management, estate organization, and what we would now call agricultural science. The treatise was so respected across the Mediterranean that when Rome finally destroyed Carthage in 146 BCE (Chapter 8), the Roman Senate ordered Mago's work translated into Latin. It was the only Carthaginian book Rome deliberately saved. Think about that: an entire civilization's written heritage was destroyed or dispersed, and the one thing Rome preserved was a farming manual. Mago's treatise influenced Roman agricultural writers for centuries. Fragments survive in quotations by later Latin authors, and they reveal a level of agricultural sophistication (soil analysis, grafting techniques, irrigation management, livestock breeding) that was far more systematic than anything in the contemporary Greek literature. The Carthaginians were better farmers than the Greeks, and Rome knew it.

The African empire also reached southward, into the Saharan trade routes. Carthaginian merchants conducted what Greek writers called "silent trade" with peoples beyond the Sahara: goods were laid out on a beach or riverside, one side withdrew, the other approached and laid out their counter-offering, and the process repeated until both sides were satisfied. Neither party spoke the other's language. Neither party trusted the other enough to meet face-to-face. But the trade worked, because both sides wanted what the other had. The Carthaginians offered Mediterranean manufactured goods (metalwork, glass, textiles, salt). In return, they received gold dust from the auriferous regions of West Africa. This trans-Saharan gold trade predated the famous medieval trans-Saharan caravan routes by nearly a millennium and made Carthage one of the ancient Mediterranean's primary gold markets.

The Sicilian wars did not end permanently after Himera. They simmered. In 409 BCE, Hamilcar I's grandson Hannibal Mago (not the famous Hannibal of the Alps, but an earlier bearer of the name) launched a revenge expedition that sacked and razed the city of Himera itself. It was a vendetta seventy years in the making. Ancient sources report that 3,000 Greek prisoners were dragged to the spot where Hamilcar had died and executed as a sacrificial offering. Whether this actually happened or whether the Greek sources are projecting their own assumptions about Carthaginian religious brutality onto a military atrocity is impossible to say. Either way, Himera was destroyed, and Carthage was back in Sicily.

The next century saw intermittent warfare between Carthage and the Greek city-states of Sicily, a grinding cycle of invasion, siege, plague, retreat, and uneasy truce. In 397 BCE, a Carthaginian general named Himilco (hih-MIL-koh; not the Atlantic explorer from Chapter 2) besieged Syracuse itself, the greatest Greek city in the western Mediterranean, but plague devastated his army and he retreated in disgrace and committed suicide. Meanwhile, the general Hanno the Great (a different Hanno from the Atlantic explorer) expanded Carthaginian control deep into the Libyan interior, consolidating the African territorial empire that would sustain Carthage's wealth and manpower for the next century and a half.

In 348 BCE, Carthage and Rome renewed their commercial treaty, tightening Carthaginian trade monopolies in the western Mediterranean. The second treaty banned Roman merchants from Africa and Sardinia entirely, while permitting limited trade in Sicily. Polybius preserved the text, noting that even Roman scholars of his own day could barely read the archaic Latin of the original inscription. The treaty's increasingly restrictive terms reveal Carthage's growing confidence: the commercial republic was drawing its sphere of influence tighter.

In 341 BCE, the Corinthian general Timoleon (tih-MOH-lee-on) crushed a Carthaginian army at the Battle of the Crimissus (krih-MISS-us) River, killing an estimated 10,000 members of Carthage's elite citizen infantry, the Sacred Band (the only military unit composed entirely of Carthaginian citizens from aristocratic families, roughly 2,500-3,000 strong; the rest of the army was mercenaries and allied contingents). It was the worst single-day loss of citizen soldiers in Carthaginian history.

In 310 BCE, the Syracusan tyrant Agathocles (ah-GATH-oh-kleez) did something that nobody had ever done before: he invaded Africa. Blockaded in Syracuse by a Carthaginian fleet, Agathocles loaded his army onto ships, slipped past the blockade, sailed to North Africa, and ravaged Carthaginian territory for three years. He ultimately failed to take Carthage itself and had to withdraw, but he proved a crucial point: Carthage's African heartland was not invulnerable. An enemy who was bold enough to take the war to Africa could threaten the city directly. It was a lesson that a Roman general named Scipio would remember a century later (Chapter 6).

Through all this fighting, Carthage was building the urban infrastructure that would make it one of the greatest cities in the ancient world. The crown jewel was the Cothon (KOH-thon), the great double harbor, probably completed in its final form around 400 BCE. The harbor complex was unlike anything else in the ancient Mediterranean. The outer harbor was rectangular, open to the sea, and large enough to accommodate hundreds of merchant ships loading and unloading cargo. Behind it, connected by a narrow defensible channel, was the circular military harbor, an engineering marvel. The military Cothon was a perfect circle of water surrounded by a ring of individual covered ship sheds, each one sized to house a single warship, arranged around a central island from which the admiralty could command operations. The capacity was staggering: 220 warships could be sheltered simultaneously, each in its own berth, protected from the weather and hidden from the eyes of approaching ships. No ancient city had anything comparable. The closest parallel might be the arsenals of Venice two thousand years later.

Kerkouane (ker-koo-AHN; on the Cap Bon peninsula, about 40 miles or 65 km east of Carthage) is the only intact Punic city ever found. Every other Carthaginian urban site was either destroyed by Rome and rebuilt or has been continuously inhabited for two millennia, burying the Punic layers under centuries of later construction. Kerkouane was abandoned in the mid-third century BCE, probably during the First Punic War (Chapter 4), and was never reoccupied. When archaeologists excavated it in the 1950s, they found a remarkably complete snapshot of everyday Punic urban life: gridded streets, standardized house lots with interior courtyards, indoor bathing rooms with terracotta tubs, mosaic floors with the distinctive Tanit symbol, a dedicated industrial quarter for purple dye production (complete with heaps of crushed murex shells), and a sophisticated drainage system. The level of domestic comfort surprised archaeologists who had expected something cruder. Kerkouane is now a UNESCO World Heritage Site, and it remains our best window into how ordinary Carthaginians actually lived, as opposed to how Greek and Roman writers described them.

By the mid-third century BCE, Carthage's population may have reached 300,000 to 400,000 at its peak (estimates vary widely, but even conservative figures place it among the largest cities in the ancient world, rivaling Alexandria and approaching Rome). Byrsa Hill was packed with residential quarters where buildings rose six stories high, crammed together in a density that ancient visitors found astonishing. The city had water infrastructure (cisterns and channeled springs), massive granaries, the double harbor, the Tophet sanctuary, temples to Tanit and Baal Hammon and Eshmun, workshops producing metalwork, glass, textiles, and pottery, and the enormous triple walls that would, by the time of the final siege, incorporate stables for war elephants and horses.

It was, by any measure, a great city. And it was about to collide with the only power in the Mediterranean that could destroy it.
